Abstract

The Class II Type A Navigation District of Tanjung Emas Semarang plays a vital role in ensuring the safety, security, and efficiency of shipping in the high-traffic lanes of Tanjung Emas Port. This study aims to identify existing constraints and formulate a comprehensive strategy for the optimization of Vessel Traffic Service (VTS) utilization, which provides Information Service, Navigational Assistance Service, and Traffic Organization Service. The optimization is focused on three key aspects: 1) Vessel Piloting Mechanism using the Vessel Traffic System, 2) Mandatory Requirements and Documentation needed for the Piloting Service process, 3) Procedures and Costs related to Piloting Services for vessels entering and leaving the harbor area, 4) Operational Challenges encountered by VTS Operators during vessel piloting. The research methodology relies on a combination of field observation, in-depth interviews, and literature review to gather comprehensive data. This VTS optimization is expected to improve monitoring accuracy, reduce the risk of maritime accidents (collisions and groundings), and significantly accelerate vessel flow, ultimately lowering logistics costs and boosting the port's competitiveness. Keywords: Navigation District, peran, VTS, Ship Piloting, Maritime Safety, Optimization.
