Abstract
The shipbuilding industry is a strategic sector of the maritime economy that generates large volumes of Hazardous and Toxic Waste (B3), including Sandblasting residues, used oil, thinner, antifouling paint, and Welding fumes. PT Pelindo Marine Service (PMS) Surabaya, one of the primary ship repair facilities under the state-owned maritime enterprise, has yet to establish a systematic B3 Hazardous waste exposure risk analysis based on job-specific work steps. This study aims to identify High -risk work activities, analyze the potential Hazards and risks of B3 exposure, and formulate applicable control recommendations. The theoretical framework is grounded in Occupational Safety and Health (OSH) theory, industrial toxicology, and Hazardous waste management regulations under Government Regulation No. 22 of 2021 and ISO 45001:2018. The study employs a qualitative approach with an observational descriptive design. Data were collected through direct observation, semi-structured interviews, and document review, subsequently validated using source triangulation, member checking, and Expert judgement. Data analysis folLowed the Job Safety Analysis (JSA) method with risk assessment using the AS/NZS 4360:2004 matrix across six work areas: Sandblasting , Welding, painting, Confined spaces, Workshop, and the B3 waste storage area. Findings identified dominant B3 Hazards at each work step, with risk levels distributed from Low to Extreme. Control recommendations were developed based on the ISO 45001:2018 hierarchy of controls, prioritizing elimination and engineering controls over reliance on personal protective equipment. This study reinforces the urgency of implementing B3-based JSA in Indonesia's state-owned maritime shipyards.
