Abstract
This study aims to analyze the role of PT. Gunung Makmun Permai as a shipping agent in the berthing service process of KMP. Raja Basa 1 at ASDP Bakauheni Port, examine the impact of waiting time and berthing delays on subsequent departure schedules, identify the institutions involved in the berthing service process, and determine the obstacles and solutions encountered during berthing operations. This study employed a descriptive qualitative method using observation, interviews, and documentation as data collection techniques. The collected data were analyzed through data reduction, data presentation, and conclusion drawing. The findings show that PT. Gunung Makmun Permai plays an important role in handling vessel documentation, coordinating berthing schedules, assisting the vessel during berthing operations, and completing the clearance in and clearance out processes. Waiting time and berthing delays reduce the efficiency of berthing services, delay loading and unloading activities, and affect the subsequent departure schedule of the vessel. The berthing service process involves several institutions, including PT. ASDP Indonesia Ferry, the Harbormaster and Port Authority Office (KSOP) Bakauheni, the Port Health Quarantine Office (BKK), the Land Transportation Management Center (BPTD), and GAPASDAP. The main obstacles identified include unpredictable weather, delays in document processing, port congestion, communication problems, and limited port facilities. To overcome these challenges, PT. Gunung Makmun Permai strengthens coordination with relevant stakeholders, ensures document completeness before vessel arrival, monitors weather conditions, improves operational communication, and coordinates berth readiness to enhance the effectiveness and efficiency of berthing services.
