Abstract
This study aims to examine the berthing procedures for foreign vessels at the Single Point Mooring (SPM) managed by PT Pertamina Trans Kontinental, Cilacap Branch. SPM is an offshore mooring facility used for loading and unloading crude oil from large tankers. Proper and efficient procedures in this berthing activity are crucial to ensure the safety of the vessel, cargo, crew, and the marine environment. The research method used is a qualitative method with a case study approach. Data were collected through direct observation, interviews with operational officers, and analysis of documents related to vessel berthing procedures. The results show that the procedure for berthing foreign vessels at the SPM involves several important stages, including pre-berthing preparation, coordination between the ship master and pilots/mooring masters, the mooring process, and postberthing supervision. The findings indicate that good coordination among all stakeholders, compliance with international regulations such as SOLAS and MARPOL, and the use of equipment that meets standards are key factors in the success of the berthing operation. The main obstacles found include bad weather conditions, limited communication equipment, and differences in procedures from the various countries of origin of the foreign vessels.
