Abstract
The shipyard industry has a high risk of occupational accidents, especially during the scrapping and painting processes, which involve exposure to metal dust, flammable chemicals, and work at height or in confined spaces. This study aims to identify hazards, assess risks, and determine controls for the scrapping and painting processes of an AHTS vessel at PT. Orela Shipyard, Gresik, using the HIRADC (Hazard Identification, Risk Assessment, and Determining Control) method through observation, interviews, and document review. The identification results show that all work stages contain physical, chemical, mechanical, ergonomic, and electrical hazards. The initial risk assessment for scrapping found 11 of 17 activities (65%) in the High category, while for painting, out of 30 activities, 2 (7%) were Extreme and 15 (50%) were High, with the highest risk value reaching 20. After controls based on the hierarchy of controls were applied, all scrapping and painting activities were successfully reduced to the Low category. This proves that HIRADC is effective for controlling occupational safety risks and supports a Zero Accident culture in the shipyard. Keywords: safety, HIRADC, risk, scrapping, painting .
