Abstract
PT Alam Sejati is a company engaged in port services and logistics that plays an important role in supporting coal distribution activities. In the coal distribution process, loading and unloading operations as well as the administration of the Road Permit Letter (Surat Izin Jalan/SIJ) are essential factors that determine the smooth delivery of coal from the port to its destination. The purpose of this scientific paper is to identify the implementation process of coal loading and unloading activities and the administration of the Road Permit Letter, as well as to analyze their role in supporting the smooth distribution of coal at PT Alam Sejati. This study employs a descriptive qualitative method with data collection techniques consisting of observation, interviews, documentation, and literature review obtained during the internship period at PT Alam Sejati Semarang Branch in Tanjung Emas Port. The results indicate that the loading and unloading process is carried out through preparation stages (document and administrative inspection), execution (using excavators and cranes), and completion (recording results). Meanwhile, the SIJ administration is conducted through driver data collection, verification of the Work Order Letter (SPK), and the mandatory use of Personal Protective Equipment (PPE). Non-technical obstacles found include sharing the berth with passenger ships, while technical obstacles involve damage to heavy equipment components. Delays in SIJ administration are generally triggered by driver non-compliance regarding PPE usage. Based on the findings, it can be concluded that the readiness of heavy equipment, an adequate number of truck fleets, and the timely administration of the SIJ contribute significantly to the smooth distribution of coal to consumer factories.
