Abstract
This study aims to determine the implementation of general cargo operational management in loading and unloading activities at Batu Ampar Port, the factors affecting the smoothness of loading and unloading operations, the obstacles encountered, and the solutions that can be implemented to overcome these obstacles. The research employed a descriptive qualitative method, with data collected through observation, interviews, and documentation. The findings indicate that the implementation of general cargo operational management has been carried out through the management functions of planning, organizing, actuating, and controlling, enabling loading and unloading activities to be conducted in accordance with operational procedures. The smoothness of loading and unloading activities is influenced by the quality of human resources, the condition and availability of cargo handling equipment, port facilities, the completeness of administrative documents, coordination among related parties, and weather conditions. The obstacles identified during operational activities include unpredictable weather, equipment breakdowns, limited storage yard capacity, delays in administrative documentation, and less-than-optimal coordination among stakeholders. To address these challenges, regular equipment maintenance, improvement of workforce competence, optimization of port facilities, acceleration of administrative processes, and enhancement of coordination and communication among involved parties are required. With effective operational management, general cargo loading and unloading activities at Batu Ampar Port can be carried out more effectively and efficiently, thereby supporting the smooth flow of goods through the port.
