Abstract
Pelabuhan Merak and Pelabuhan Bakauheni are the busiest ferry crossing ports in Indonesia, connecting Java and Sumatra Islands. The high mobility of passengers and vehicles makes the clearance in and clearance out processes of passenger vessels essential to ensure operational safety, efficiency, and regulatory compliance. Clearance in refers to the inspection and administrative approval process conducted when a vessel arrives at the port, while clearance out is the procedure completed before a vessel departs. These processes involve several related authorities, including the Harbormaster Office (Syahbandar), Port Health Office, and the ferry operator PT ASDP Indonesia Ferry. Every vessel must fulfill seaworthiness requirements, passenger manifest documentation, and safety standards in accordance with applicable maritime regulations. This study aims to analyze the implementation procedures of clearance in and clearance out, identify obstacles encountered during the process, and examine efforts to improve service effectiveness on the Merak–Bakauheni route. The findings indicate that inter-agency coordination and administrative completeness significantly affect operational smoothness. Therefore, strengthening digital systems and supervision is crucial to support safe, orderly, and efficient ferry transportation services.
