Abstract
The ship berthing process is a critical phase in maritime operations that demands administrative and technical precision to avoid financial losses due to delays. In the operation of the Anchor Handling Tug Supply (AHTS) Transko Moloko at Lamongan Shorebase Port, specific challenges were found, such as disruptions in the information technology system (Inaportnet), unpredictable weather factors, and port infrastructure limitations, including the number of berths and crane availability, which can hinder the smoothness of agency services. This study aims to provide a comprehensive overview of the effectiveness of PT. Oremus Bahari Mandiri's role as a ship agent in managing berthing procedures, coordinating related agencies, and formulating problem-solving strategies for operational obstacles to ensure the berthing process runs safely and efficiently according to international standards. The research method used is a qualitative method with a descriptive approach. Data were collected through direct field observations for six months, in-depth interviews with agency operational practitioners and port authorities, and documentation studies of ship certificates and legal documents.The results indicate that PT. Oremus Bahari Mandiri plays a crucial role as a liaison between ship owners and port authorities (KSOP, KKP, and terminal managers) through the Inaportnet system. Field findings identify that rapid document synchronization and intensive inter-agency coordination are the primary solutions to overcome weather constraints and limited dock facilities, ensuring that berthing safety and time efficiency are maintained.
