Abstract

Passenger safety is a primary aspect of maritime transportation, particularly for ferry vessels that serve inter-island mobility at Sri Bintan Pura Port, thus requiring effective supervision of maritime safety aspects. The Class II Tanjungpinang Harbormaster and Port Authority Office (KSOP) plays a strategic role in ensuring that ferry vessels meet safety requirements before being granted a Sailing Approval Letter (Surat Persetujuan Berlayar/SPB). This paper aims to examine the role of the Class II Tanjungpinang KSOP in supervising passenger safety on ferry vessels, the safety procedures and standards applied, as well as the constraints encountered in their implementation. The research employs a qualitative method with data collection techniques including observation, interviews, documentation, and literature studies conducted during on-the-job training at the Class II Tanjungpinang KSOP. The results indicate that the Class II Tanjungpinang KSOP has implemented passenger safety supervision in accordance with applicable laws and regulations through seaworthiness inspections, passenger capacity supervision, verification of safety equipment, and the issuance of SPB; however, its implementation still faces challenges such as limited human resources, high passenger volumes during peak seasons, and low safety awareness among some operators and passengers. Therefore, enhanced supervision, inter-agency coordination, and maritime safety socialization are required to minimize the risk of maritime accidents.
