Abstract
The development of information technology in the maritime transport sector demands modern, integrated, and efficient port service systems. This study aims to determine the implementation of the Single Submission (SSm) system in clearance in and clearance out activities, understand its contribution to the effectiveness of ship administration services, and identify obstacles and resolution efforts at PT. Oremus Bahari Mandiri. The research method used is qualitative, with data collection techniques including direct observation for six months, interviews with the company's operational staff, and documentation studies related to the clearance process. The results show that the implementation of the SSm system has integrated the document submission process to various agencies such as the Port Authority, Customs, Immigration, and Quarantine through a single gateway (INSW portal) connected to Inaportnet. This increases work effectiveness by minimizing data duplication and accelerating administrative service time. However, there are several obstacles such as technical disturbances in the system/network, lack of user understanding of new system features, and data inconsistencies between agencies. Efforts made include improving inter-agency coordination, continuous training for operational staff, and utilizing system helpdesks to resolve technical issues.
