Abstract

Indonesian as an archipelagic country with vast maritime territories, dominates maritime transportation and shipping activities. The volume of waste from ship operations continues to increase and has the potential to pollute the marine environment if not managed properly. Marine debris pollution from ships poses a threat to the sustainability of the ecosystem because the sea has limited decomposition capacity, while ship debris such as plastic, paper, metal, glass, and food waste continues to increase daily. As an effort to control pollution, MARPOL 73/78 Annex - V regulates the sorting, storage, and disposal of ship debris through a garbage disposal arrangement system. This study used a descriptive qualitative method based on actual conditions in the field. The results indicate that a lack of understanding among ship crews, minimal waste processing and storage facilities, limited receiving facilities at ports, and weak supervision and management support lead to low effectiveness of shipboard waste management. Therefore, it is necessary to improve crew training, provide adequate supporting facilities, and strengthen supervision and management commitment so that waste management can run effectively and support efforts to protect the marine environment in accordance with MARPOL 73/78 Annex - V. Keywords: garbage, garbage arrangement, marine pollution.
