Abstract

Shipping activities cannot be separated from the process of handling ship documents, which is one of the main requirements in port clearance services. Port clearance is an official permit issued by the Harbormaster allowing a vessel to carry out port entry activities (clearance in) and port departure activities (clearance out) after fulfilling all administrative and shipping safety requirements. This Scientific Paper aims to identify and explain the process of handling ship documents for TB. Tanjung Bahari 112 and BG. Bahari 30075 in serving clearance in and clearance out activities at the agency company PT. Bintang Borneo Seatrans. The method used in this research is a descriptive qualitative method, with data collection techniques through observation, interviews, and documentation. The data obtained were then analyzed to describe the stages of ship document handling and the agencies involved in the clearance process. The results of the study indicate that the process of handling ship documents for TB. Tanjung Bahari 112 and BG. Bahari 30075 at PT. Bintang Borneo Seatrans includes receiving information on vessel arrival, collecting documents from the vessel/owner, checking the completeness and validity period of documents, and then submitting clearance in applications to the Harbormaster Office, Port Health Office (KKP), and other supporting agencies if required. After loading and unloading activities are completed, the agent arranges clearance out to obtain the Sailing Approval Letter (SPB) so that the vessel can sail again. The clearance in and clearance out processes have been carried out according to procedures; however, several obstacles were still encountered, such as expired ship documents, bad weather affecting vessel arrivals and departures, and crew changes. This research is expected to provide an understanding of the process of handling ship documents in serving clearance in and clearance out activities, as well as to become an evaluation material so that agency services can run more effectively and efficiently.
