Abstract

PT. PELNI (Persero) Surabaya Branch is a national shipping company with high operational intensity. One of the crucial aspects of ship operations is the clearance out process, which involves managing administrative requirements for the issuance of the Sailing Permit (SPB). This study aims to describe the role of the Operational Division in ensuring the smooth processing of documents and to identify the obstacles encountered during the SPB application process. The research method used is descriptive qualitative, with data collection techniques including observation, interviews, and documentation studies at PT. PELNI Surabaya Branch. The results indicate that the Operational Division acts as the primary coordinator responsible for preparing all requirements regarding ship documents, cargo, and crew to be submitted to the Port Authority through the Inaportnet system. The timely issuance of the SPB heavily depends on the punctuality of data uploads and coordination between relevant agencies. The main obstacles identified include technical issues with the online system and delays in updating ship operational data. In conclusion, the effectiveness of the Operational Division is vital in determining the punctuality of ship departures to maintain the quality of service for passengers and logistics.
