Abstract
This study aims to analyze the service procedure in making sailing period in the maritime sector at the Main Harbormaster and Port Authority Office (KSOP) Tanjung Priok, North Jakarta. Sailing period is an important document that serves as proof of seafarers' work experience on board and is the main requirement in processing expertise certificates or promotions. Fast, accurate, and efficient service is needed so that seafarers can fulfill their administrative obligations without obstacles. The research method used is a qualitative method with data collection techniques through direct observation, interviews with officers and sailors, and documentation studies during land practice (PRADA) at the Main KSOP Office Tanjung Priok. The results of the study indicate that the sailing period service procedure still faces several obstacles, both from the side of the sailors and officers. Sailors often do not understand the procedure and submit incomplete or expired documents. Meanwhile, from the officer's side, the high volume of requests, limited human resources (HR), and minimal facilities and infrastructure are the causes of service delays. To overcome these problems, solutions that can be applied include the development of a digital system for sailing period applications, periodic technical training for officers, the addition of supporting devices such as computers and printers, and enforcement of work discipline. Thus, the quality of public services in the maritime sector can be improved and can support the progress of the national maritime world.
