Abstract
The National Search and Relief Agency has the main task of carrying out coaching, coordinating, and controlling the potential of SAR in search and rescue activities for people and material lost, as well as providing assistance in disasters and other calamities in accordance with national and international SAR regulations. At the same time he knew the duties and responsibilities of Basarnas in conducting search and assistance. Not a few fishing boats reportedly sank and the victim was declared missing. The purpose of the author in this paper is to provide information and familiarization of procedures for saving victims when the ship sinks at sea and use of GMDSS tools in an orderly and efficient manner and can find out what efforts are being made in the process of finding and helping victims of ships sinking at sea. The problem solving method used is by observation, interview, literature study, and triangulation. The method obtained a discussion with the results of the planning, search and evacuation stages. Through this Conventional method victims of the sinking ship in the Java Sea were successfully evacuated by efforts to divide the team into 2 Search And Rescue Units (SRU). One conducted a sweep on the surface of the water from around the Accident Incident Location (LKK). Two conducted searches on the surface of the water from LKK. So, the victim was found. This research aims to analyze the role, challenges and effectiveness of Basarnas operations in improving responses to emergency situations. The research method used was literature study and data analysis from various official reports as well as interviews with Basarnas personnel. The research results show that Basarnas has succeeded in increasing its operational capacity through equipment modernization, personnel training, and collaboration with other agencies. However, challenges such as budget limitations, difficult geographical conditions, and inter-agency coordination are still obstacles in optimizing SAR operations in Indonesia.
