Abstract
Safety management plays a vital role in supporting the success and security of Search and Rescue (SAR) operations. This study discusses the importance of implementing safety management in SAR operations conducted by KN. SAR Permadi 249 at the National SAR Agency (BASARNAS) in Surabaya. The research focuses on analyzing the application of the safety management system, identifying potential risks, and the mitigation strategies used in SAR operations. Through a qualitative approach, this study explores how the implementation of safety management enhances operational effectiveness and protects the safety of personnel and the community involved. The findings indicate that a structured and consistent application of safety management can minimize accident risks, accelerate rescue processes, and build public trust in BASARNAS' performance. This study concludes that safety management is not merely an operational standard but also a key element in supporting the sustainability and professionalism of SAR operations. Therefore, recommendations are provided to continuously strengthen training, monitoring, and evaluation within the BASARNAS safety management system.
