Abstract

In the process, ship guides and guiding personnel are required to have navigation skills, ship control skills, know the procedures of the guidance stages and be able to see relative signals in the water environment at the port. Guidance facilities, monitoring of shipping channels from local port authorities and guiding skills are factors that need attention and guidance, so that the role in carrying out duties and responsibilities in service activities can give optimal results. To complete this research, related data is needed that supports the work. The data obtained will later be made as a consideration in optimizing to make an equation that is very suitable for these conditions. The election that will be carried out will determine the effectiveness of the system and the quality of experts. The effectiveness of the system and the quality of these experts greatly affect the optimization of guide services. After the data collection has been completed, the data obtained is then analyzed. The analysis includes the systems and tools used in the guidance process as well as the accuracy of pandi officers in the field. And the measurement methods used are Fault Tree Analysis (FTA) and Event Tree Analysis (ETA). The results obtained from the level of optimization of ship guidance at TUKS Pertamina Cilacap can be said to be low when viewed from the guidance service time of 1.36 > 1 hour which is the standard operational of the Port, for Fault Tree Analysis T = 0127 is the result of the sum of the probability of the guide facility of 0.060 with the guide expert of 0.067. while the results of Event Tree Analysis are risk index for output A = 3, output B = 4, output C = 4, output D = 5, output E = 6 and output F = 7. Based on these results, it can be concluded that the officers are less skilled and the guide facilities are lacking, so the efforts made are to develop training programs, name the number of guides and facilities to be maintained regularly and conduct periodic audits every 3 months. .
