Abstract
The port harbormaster (Syahbandar) is a government official at the port who is appointed by the minister with the highest authority to supervise law enforcement in ensuring travel safety and security. The purpose of this research is to find out the responsibilities of the Harbor Master in the security and safety of ships in berthing and unberthing operations and what guidelines the Harbor Master follows in issuing policies in order to improve shipping security and find out what authority exists in the port. This research uses an empirical juridical approach using primary data from interviews with respondents. Based on the use of literature research methods, it is concluded that the harbormaster's responsibility is very important because of security and safety for matters related to shipping. The supervisory task is carried out by the harbormaster in order to regulate the facilities and infrastructure for implementing sea transportation. Harbormasters in their duties must also ensure the awareness of sea transportation service users such as companies, ship owners, ship crews to comply with applicable laws and regulations in the field of shipping safety, which are generally still low.
