Abstract
The Kesyahdandaran and Port Authority Office (KSOP) is a government performance unit, especially at the Ministry of Transportation, which was formed with the aim of managing and supervising the dynamics of shipping activities. KSOP has many roles that are very crucial for the efficiency of activities both on land and at sea. This research will focus on discussing the role of the Tegal Class IV Harbor and Port Authority Office (KSOP), especially on the role of KSOP in handling emergencies that occur in the Tegal Harbor area. This research was conducted by taking data in the field with a qualitative approach in the form of data collection in the form of observation, interviews, and literature studies. This study aims to explore more specifically the role of KSOP Class IV Tegal, especially in handling emergencies as one of the problems of shipping activities. The results showed that there were procedures established in handling emergencies by KSOP, these procedures followed from government regulations and international shipping regulations. In its application, the procedures used are conditional or in accordance with the emergency that occurs, but in this study also found several obstacles that affect the effectiveness of the role of KSOP Class IV Tegal in carrying out its role in handling emergencies in the Tegal Harbor area.
