Abstract

Life Raft is one of the ship's safety tools that functions to save the ship's occupants in emergency situations that require passengers to leave the ship. The presence of safety equipment on board does not mean that the safety equipment is simply stored. However, the safety equipment must be checked periodically whether the equipment is suitable for use at the time or not. If it is no longer suitable, the equipment must be replaced with a new spare. This study aims to examine in-depth the process of life raft inspection conducted by the Port Authority and Harbor Master Office (KSOP) Class II Benoa Bali, which is a critical aspect in ensuring maritime safety in the waters of Bali. A life raft is a mandatory safety equipment that must be carried on board vessels, and its inspection must be carried out periodically to ensure its functionality in emergency situations. The inspection process includes a series of procedures performed by KSOP officers, ranging from physical inspection of the life raft, checking the completeness and condition of supporting equipment, testing buoyancy, to verifying the validity of administrative documents such as certificates. This research uses a descriptive qualitative approach, with data collection techniques including in-depth interviews with KSOP officers, observations of the inspection process, and analysis of procedural documents. The findings indicate that although the procedures in place are relatively systematic, there are several challenges in the inspection process, such as limited trained human resources, inadequate facilities, and a lack of awareness among ship operators regarding the importance of life raft maintenance. Therefore, this study recommends enhanced training for KSOP officers, provision of more modern facilities, and stronger oversight of ship operators to improve the effectiveness of inspections and ensure optimal maritime safety in the Bali waters.
