Abstract
The Navigation District is a Technical Service Unit in the field of navigation within the Ministry of Transportation which is under and responsible to the Director General of Sea Transportation. In accordance with Law of the Republic of Indonesia No. 17 of 2008 concerning Shipping, "Navigation" refers to everything related to Shipping Navigation Aids, Shipping Telecommunications, Hydrography, Meteorology, Channels and Crossings, Dredging and Reclamation, Guidance, Handling of Ship Frames, Ship Rescue (Salvage), and Underwater Work for the Purpose of Ship Shipping Safety. Along with the knowledge of the duties and responsibilities of the Navigation District in carrying out shipping safety efforts. In this paper, the shipping flow of the Port of Tanjung Emas Semarang is the object of research, because the Port of Tanjung Emas has a very vital role in supporting the economy of Central Java and its surroundings as an entry and exit point for goods both regional and international. Tanjung Emas Port Semarang is also one of the busiest ports in Indonesia. Therefore, the Semarang Navigation District plays a very important role in shipping safety in the shipping channel of Tanjung Emas Port Semarang. The data collection method carried out by the author in this Scientific Paper uses the observation method, which is an observation that is carried out by conducting a direct review of the observed object, data and information are collected through observation, namely making direct observations of the object. Meanwhile, the interview method is a data collection technique by asking questions directly to sources or respondents to obtain information about a topic or research subject.
