Abstract

This scientific paper examines the verification procedures of the VTS (Vessel Traffic Service) billing application system in the West Surabaya Shipping Lane area. The VTS billing application system is a crucial component of port traffic management, particularly in ensuring that the administrative processes of vessels operating in the West Surabaya Shipping Lane waters are properly monitored and comply with applicable regulations. This study aims to identify the verification procedures implemented in the VTS billing system, analyze the effectiveness of vessel billing payment obligations in supporting operational and navigational safety within the West Surabaya Shipping Lane area, and identify challenges encountered during the VTS billing verification process. Employing a qualitative approach, data was collected through direct observation, interviews with relevant personnel, and documentation. The observation results indicate that the verification procedures within the VTS billing application system have been executed satisfactorily, although several challenges require improvement to enhance efficiency and data accuracy. The recommendations provided include improvements in the technical field, evaluation of administrative obstacle handling, enhancement of time efficiency and human resource allocation, development of more advanced technological systems, and regulatory adjustments to streamline the verification process for greater transparency and timeliness. This study is expected to contribute to safer and more efficient shipping traffic management in the West Surabaya Shipping Lane area.
