Abstract

The main discussion in writing this paper is made to ensure security requires a system that ensures the safety and security of ships and port facilities in the Tanjung Emas Harbour area in accordance with the ISPS Code. The purpose of this observation is to find out what the porter's role is in the guidance, supervision and security of shipping at the Tanjung Emas Harbour, how the port's responsibilities and duties are in the security and safety of ships and to find out what are the obstacles in implementing the ISPS Code at the Tanjung Emas Harbour. For the data collection used, the authors used methods obtained through observation which saw directly the activities at the port, books, archives, and other sources, interviews and documentation. The results of this discussion can be concluded that the ISPS Code plays an important role in the security and safety of transportation modes in the port area, especially the Tanjung Emas Harbour, as well as being a means of learning about the responsibilities and roles of the harbormaster at Tanjung Emas Harbour and there are still obstacles, namely the lack of several facilities to support the ISPS movement.
