Abstract
Sea transportation services for passengers are very important in the sea transportation system, because it is a gateway to international economic activity, national and regional. Therefore, sea transportation services for passengers also play an active role in facilitating all activities related to sea transportation. The research aims to determine the carrier’s responsibility for screenworthiness and to the determine the implementastion of the carrier’s responsibility relationship with passengers who do not pay tickets and the readiness of the goods to be sent. This research is empirical in nature with data collection techniques carried out through interviews with parties related to the research topic. Besides that, the author also conducted library research through data and books related to the research the topic. Next, the data obtained was analyzed qualitatively and then presented descriptively. The results of this research are: 1. The ship provided by the carrier’s must meet safety requirements (seaworthy). Ship safety requirements are dtermined through ship clarification to be able to determine the designation and route of a particular ship, the number of passengers must be in accordance with the ship’s cargo capacity, the readiness of the goods to be sent and the ship’s crew who have met the requirements set out in law, as well as the completeness of the ship which is in accordance with applicable laws and standard operating procedures. 2. Based on internal regulations of PT. Indonesian National Shipping (Persero) has several actions that can be taken for passengers, such as being dropped aff at the nearest port, told to pay or have their luggage confiscated, worked at the destination port, and put into the ship’s cell.
