Abstract

The Receiving and Delivery process will run smoothly and according to standards when everything goes well and there are no obstacles. However, in the implementation there are obstacles and obstacles that often occur such as frequent containers entering late at the terminal, damage to loading and unloading mechanical equipment, overload (excess tonnage or maximum limit), data entry errors by consumers, storage warehouses do not follow the working pattern of the 7 x 24 hour terminal, delayed documents from Customs, damaged container transport cars, blocked road access due to repairs, the absence of communication between agencies related to links via the internet resulting in delays in the Receiving and delivery process. These obstacles can cause losses for consumers because they will increase operational costs and take a long time due to queues. In this regard, this study aims to determine the receiving and delivery procedures and the factors causing delays in the receiving and delivery process as well as efforts that can be made to improve receiving and delivery services at Tanjung Emas Semang Port, in this case TPKS. This thesis research method is qualitative. Data sources are taken from primary and secondary data. Data collection techniques using field research which include, observation, documentation, interviews and literature studies so that data validity is obtained. The results of the study concluded that the inhibiting factors or obstacles that cause the receiving and delivery process not to run smoothly are frequent containers late entering the terminal, damage to loading and unloading mechanical equipment, overload (excess tonnage or maximum limit), data entry errors by consumers, storage warehouses do not follow the terminal work pattern 7 x 24 hours, document delays from Customs, Damaged container transport cars, blocked road access due to repairs, no communication between agencies related to links via the internet. The impact of these obstacles is the delay in the receiving and delivery process, losses from service users, and causing antiquities. Efforts that can be made are EMKL pays attention to or inspects the tronton / trailer car before operating and obeys the applicable rules so that it runs well, damaged mechanical devices so that periodic maintenance and make up, for overloaded loads so that EMKL presses consumers to pay attention to the tonnage of goods, customs facilitate EMKL so that the process of handling from customs is fast, in terms of PT. Pelabuhan Indonesia Semarang so that damaged road access is immediately repaired and provides good and fast service so that service users feel comfortable at work.
