Abstract

Tanjung Perak Port Surabaya plays a crucial role in the sea and land transportation system in Indonesia. As a key link in the logistics chain, the port faces major challenges in increasing its operational capacity and efficiency. Pilotage services are an important element in ensuring the safety and smooth navigation of ships when entering and leaving ports. This research aims to analyze the adequacy of pilots in improving ship services at Tanjung Perak Port. The three main aspects studied were the influence of the number of ship movements, the number of pilot service hours, and the pilot's working hours on improving services at the port. Activities at Tanjung Perak Harbor vary throughout the year. January-April had low-medium activity with 2884-2972 ship movements and 84-142 guidance adequacy, still within operational standards. May-September showed high activity, reaching 6759 movements in September, but guide adequacy decreased from 45 to 36 due to high demand. October-December declined again with 2975- 3666 movements and guide adequacy of 70-81 near standard. Guide services at Tanjung Perak Port will experience fluctuations throughout 2023, with values ranging from 5.91 to 10.84. August recorded the highest reading of 10.84, while June had the lowest reading of 5.92. Overall, guide services tend to be stable with an average of around 6 to 7, except August, which shows a significant spike. Ship pilots' working hours are set for 15 days with 22 hours per day, which can affect ship services at the port. Although long working hours allow ship pilots to be available longer, fatigue arising from excessive working hours can reduce the quality of service and safety of navigation. Fatigue can result in reduced efficiency in the docking and undocking process and increase the risk of navigation errors. The research results show that these three factors have a significant influence on the quality of service at the port. Increasing the number of ship movements and optimizing pilot working hours contribute positively to operational efficiency and reducing ship waiting times. It is hoped that this research can provide valuable input for port management in developing strategies to improve service quality, as well as becoming a reference for further research in the same field.
