Abstract

Indonesia as a country whose terrritory is mostly ocean makes this country one of the countries with the most rapidly developing maritime world, this can be seen from the increasingly busy international sailing traffic, both ships entering Indonesia and leaving Indonesia, not only that, national sea voyage and the local area is also no less developed, now there are lost of ships sailing to various island,both cargo ships and passenger ships. This observacion aims to measure the Standart Maritime Communication Pharases (SMCP). And up to now in Indonesian waters accidents that occur are more caused by human error (Human Error) compared to external factors. From this, in order to maintain security and safety in sailing, the government established Vessel Traffic Service (VTS) for security and safety in a cruise in Indonesia can run very well and avoid the danger of navigation that threatens shipping. There is also the purpose of writing to conduct research on the Semarang Traffic Service Vessel is to find out how to properly and correctly communicate to every ship that will enter the port, and how to inform the weather conditions that occur in the waters of each vessel that is sailing so that it can be more be vigilant and take the best steps to avoid such bad weather. Methods used by the author, namely qualitative data, is data that explains phenomena that occur and is carried out by involving several existing methods using natural situations. The results of the observations made by the author when carrying out land practices are that for every ship entering and exiting the VTS operator is required to report the condition of the ship before and after entering the sailing channel.
