Abstract
Port is a place consisting of land and waters around it with certain boundaries as a place of government activities and economic activities. These activities are where ships dock, anchor, up and down passengers and loading and unloading goods equipped with shipping safety and security facilities and port support activities as well as a place to move intra and intermodal transportation. Ship traffic regulation is a system used to regulate ship traffic in waters to avoid the possibility of collisions between ships or ships with buildings / installations in the waters. The purpose of this study is to find out how the procedures for regulating ship traffic at the Port and what factors can be obstacles during ship traffic arrangements at Patimban Port in order to smooth and be effective in regulating ship traffic at Patimban Port. The method used by the author is interviews, observations in the field and data collection both by observation, interviews and library research that the author collects can be taken accurate discussion. The result of this research is that there needs to be an effort to overcome the problems that become obstacles during ship traffic regulation activities at Patimban Port, increasing improve human resources knowledge of safety on board such as providing training on procedures for the use and maintenance of electronic navigation equipment and improving communication skills between the crew and pilot officers so that when guiding ships in / out at Patimban Port can run safely, smoothly and effectively.
