Abstract

The Maritime and Coast Guard Unit (KPLP) is a Directorate that functions as a guard and enforcer of rules in accordance with Law no. 17 of 2008 concerning Shipping. This KPLP is needed because the flow of ships entering Tegal Harbor has increased and there is a need for maritime patrols to avoid disasters at sea. The aim of this research is to find out and analyze the functions and tasks of KSOP Class IV Tegal Port in an effort to improve shipping safety, the procedures and implementation of KPLP maritime patrols in an effort to maintain security in the working area of KSOP Class IV Tegal Port, and obstacleschow to resolve it in connection with KPLP maritime patrols in the KSOP Class IV working area of Tegal Port. In accordance with the type of research method used in this research, namely the qualitative analysis method, analysis used through observation, interviews and library research that the author collected, an accurate discussion of problems regarding the duties and functions of KPLP in the field of security and sailing safety, patrol guarding, namely The harbormaster's responsibility is very important because the security and safety of shipping is his duty. From the results of research carried out by the author, the Maritime and Coastal Guard Unit (KPLP) carries out patrols in accordance with DLKr and DLKp at Tegal Port, but there are obstacles in its implementation regarding patrol supporting facilities and equipment. The obstacles faced during patrols are the condition of patrol supporting equipment such as: ships patrols, firearms, handy talkies, require rejuvenation and also increasing the skills of KPLP personnel.
