Abstract
This research was conducted at the Surabaya National Rescue and Search Agency Office, especially in the field of Water Rescue. It is against the background that Life-saving Operations at sea ranging from shallow waters to the national level often occur outside the existing procedures and have been stipulated by the SAR Convention. This is due to various internal and external factors of the Indonesian National SAR Agency. Everything outside this procedure can increase the risk of inhibition of the Search and Rescue process and the objectives of the National SAR Agency. The problems in this paper are about how to prevent accidents in the Search and Rescue Operation process as well as the possible consequences of carrying out these operations, for this reason the authors chose to examine some of the problems that occur guided by the SAR Convention. The purpose of this research is to optimize rescue procedures and mechanisms if someone drowns at sea and to know what action to take if the victim is rescued but is unconscious. as first aid for accident victims during Search and Rescue activities at Basarnas. The data collection of this paper uses library research and field research with observation and interview methods.
