Abstract
Indonesia is the largest archipelagos country in the world, being the largest archipelagos country in the world, the safety on ship in Indonesian waters is the main thing to consider. Work on the ship is always covered by various risks that threaten the safety of life, property and environment. It is not wrong if many people assume that working on board is more identical with the term "mortgaging". This is not merely a statement or a mere assumption of gibberish, but it is clearly the case since the advent of shipping activities to this day. Safety of shipping is a very important means to facilitate the inter-island transportation activities, especially in the country of Indonesia which is an archipelagic country, hence the need for a shipping safety agency to assist the ship in case of an emergency at sea. SAR which is an acronym of search and rescue, is the activity and effort of seeking, helping and rescuing lost human souls or worrying about missing or in the face of dangers and calamities such as voyages, flights and disasters. Members of the scholarship team may involve many parties from the military, police, government officials, community organizations and others. Likewise in accordance with the provisions of international agencies IMO (International Maritime Organization) and ICAO (International Civil Aviation Organization) each country must perform SAR operations, a country that does not have a SAR organization will be referred to as "BLACK AREA" in Indonesia itself, in the SAR field assumed by the NATIONAL SAR Agency or briefly BASARNAS.
