Abstract
A Ship Inspector Officer is a person or official who carries out the process of inspecting and testing an object that has authority and has competence, which in this case is related to everything related to the sea, maritime and shipping. One of the duties of the ship certificate official is regarding the prevention of pollution carried out by the Ship Inspection Officer and ratified by a pollution prevention certificate issued by the Harbor Masters Office and the Port Authority. The research method used in this study is a qualitative analysis method. The analysis used was obtained from various data collection techniques through various kinds of data collection techniques, interviews, document analysis, focused discussions, and observations that have been recorded in field notes (transcripts). Another form of data is quantitative data, namely images obtained through photography. The results of the study show that every ship is required to follow the procedures for making pollution prevention certificates that have been made for the sake of creating safety at sea as evidenced by the existence of a pollution prevention certificate. To get a certificate, the ship must meet the requirements for documents, materials, ship construction, machinery and electricity, pollution prevention arrangements and equipment, which is proven after inspection and testing. In order to create good procedures, the Port Authority and Harbor Authority Office must prepare human resources capable of carrying out their duties properly, one of which is the issuance of pollution prevention certificates.
