Abstract
Every transportation activity has a risk for accidents. Including sea transportation. We as humans can prevent and minimize the occurrence of accidents. One of them is the issuance of a Sailing Approval Letter by the port authority to be responsible for and ensure the safety and security of the ship, crew, and cargo. The main discussion of this paper is about the effect of the Sailing Approval Letter and about how the Office of the Class III Juwana Port Operator Unit as the port authority in Juwana carries out the applicable procedures in order to support safe shipping at Juwana Port. One of the cases is the issuance of a Sailing Approval Letter. Sailing Approval Letter is very important because it is very influential in shipping safety activities. Sailing Approval Letter (Port Clearance) is a process of supervision carried out by the harbormaster of ships that will sail from the port to ensure that the ship, crew, and their cargo, technically and administratively, have complied with the requirements of shipping safety and security as well as the protection of the maritime environment. In managing the issuance of the Approval Letter, it must be guided by the applicable state regulations. In its management also requires several documents. With all the stages from the management to the issuance of the Sailing Approval Letter and several things related to the issuance of the Sailing Approval Letter, it indicates how important and influential the Sailing Approval Letter is.
