Abstract
Based on what has been described above in this study, the authors choose the Intelligent transport system variable, road conditions, and general policies that affect traffic jams that occur on the Jayapura - Sentani road section, Jayapura city. Based on these problems, can be described in the form of questions. Does the intelligent transport system variable affect traffic congestion on the Jayapura - Sentani road section, Jayapura city? Does the road condition variable affect traffic congestion on the Jayapura - Sentani road section, Jayapura city? Does the general policy variable affect traffic congestion on the Jayapura - Sentani road section, Jayapura city? To analyze the influence of the intelligent transport system on traffic congestion on the Jayapura - Sentani road section, Jayapura city. To analyze the effect of road conditions on traffic congestion on the Jayapura - Sentani road section, Jayapura city. To analyze the effect of public policies on traffic congestion on the Jayapura - Sentani road section, Jayapura city. (Sugiyono, 2018: 2) The research method is basically a scientific way to get data with certain goals and uses. It can be concluded that in conducting research, relevant data is needed to achieve the desired goals that can be achieved in accordance with certain uses. In this study, the sampling technique in this study used the Non-Probability Sampling method with the Saturated Sampling technique, namely the determination of the sample in which all sampling members were used as a sample of 85 respondents. By using the SPSS 26.0 tool, it can be seen that the multiple linear regression equation is: Y 0.448 + 0.232X1 + 0.408X2 + 0.292X3 + constant of 0.448 states that if the independent variable is considered constant, then traffic congestion is 0.448. Because of the limitations in this study, the authors realize that there are still many shortcomings, including only taking 3 independent variables, namely the intelligent transport system, road conditions, general policies, and the dependent variable of traffic congestion. So the researchers focused on that variable only and the object studied was only one, namely traffic jams. Future research is expected to add other independent variables that affect traffic congestion such as road facilities, traffic volume, and parking characteristics because the better and the more variables used, the better the Jayapura - Sentani road will also be.
