Abstract

In connection with the duties of shipping agents who take care of ship activities while in port when operating in Indonesian waters, in this case also manages crew change activities on ships. such as if there is a foreign crew who wants to work (sign on) or quit (sign off), then the task of the agent who will take care of all the formalities in this case is to the relevant agency. So it can be formulated problems, among others, namely how the procedure for handling crew changes, what documents are needed, and what are the obstacles that often occur in the process of changing crew members at PT. Bahari Laju Anugerah Batam Branch. In writing this scientific paper, the author makes observations using qualitative data types, while the data collection methods used are observation, interviews, library research, data analysis methods, and methods of presenting data related to crew turnover. Based on the background of the problems that have been stated, it was found that the obstacles that often occur when handling crew changes are crews who come without the knowledge of the agent, crews who come with visas that are not in accordance with the purpose of their activities to enter Indonesia, overstay, miss communication, misunderstanding, expiration of the period. EPO applies, and there are also frequent traffic jams on the way to pick up and return crew. And in an effort to prevent problems that often occur as a representative of the owner, the agent is fully responsible for the activities that take place by telling the conditions for entry into Indonesia so that there are no shortages when checking takes place and also suggesting a suitable visa to use in this case as an example, namely the problem of extending the visa from a long enough time so as not to rush in dealing with it. So it can be concluded that there are several factors that can hinder the handling of crew changes, therefore the agent as a representative of the owner must master all the latest procedures and rules relating to crew turnover.
