Abstract
The main discussion in writing this paper is about "Mechanisms for granting Legal Status and Ship Certification by the Kesyahbandran Office and Class II Cirebon Port Authority". The discussion on the territorial waters of a country is related to sovereign rights and exercising state sovereignty, which is manifested in the form of state duties and responsibilities to create integrated maritime safety and security in the country. Legal status and ship certification are requirements for the safety of ships that will sail from the port to ensure ships, crew members with shipping safety and security as well as protection of the maritime environment, ensuring safety and security of sailing, state ships that meet material, construction, building, machinery requirements. and electrical, stability, governance structures and supply assistance for radio and, electronic ships, as evidenced by a certificate of inspection and testing of taxable income. In accordance with applicable regulations so as to ensure the safety and security of the voyage for the approval of the final voyage. The purpose of this paper is to find out the mechanism that is passed to obtain the legal status of the ship as a condition that the ship is under the auspices of the flag in which the ship operates. Documents or certificates issued after the determination of the legal status is clear and seaworthy, the determination of the legal status of the ship, among others, the registration of the ship, the measurement of the ship, and the determination of the nationality of the ship as a sign of its legal status in a country, legal sanctions for the owner, entrepreneur and skipper if they do not have the documents what is clear as for the sanctions are legal sanctions or imprisonment for the crew and members of the ship and administrative sanctions as well as the effect of legal status and certification on efforts to implement safety in orderly shipping.
