Abstract
PT. PELINDO 2 CIREBON is responsible for managing the process of berthing ship activities smoothly and on time in the operational process at the port. In conveying information, it is important as well as in good guarantee arrangements and in accordance with the agency service rules that have been offered by the company to the SOP rules for ship docking at the port of Cirebon must be appropriate to guarantee the guarantee, but in fact in the field all matters relating to ship berthing are always there according to rules that cause delays in anchoring activities and make further activities delayed and delayed. A tugboat is a ship that can be used to pull or push other ships in port, up to the high seas. Tugboats are also used to pull barges, and for the process of cooperation between ship crews when maneuvering when docking ships to the port. The purpose of knowing from this research is to find out what factors are caused by some of the existing problems and the impact of these factors and what efforts are being made to minimize and anticipate ship delays.
