Abstract
The Jepara Regency Transportation Service is an organization that provides services in the field of transportation in general. In connection with efforts to improve services to the community, one of the efforts made by the Jepara Regency Transportation Agency in the marine sector is to improve public services in the field of sea transportation services. This paper aims to provide insight to the reader and also to tell what are the obstacles faced by the Jepara Regency Sea Transportation Service, especially in the sea transportation system at the crossing port of the Jepara-Karimun Java region. In this paper, based on the problems raised in writing that emphasize the process, this form of writing uses a qualitative descriptive writing method. Based on the results of the study, it is known that the performance of the Jepara Regency Transportation Agency in improving services to the community has three roles. Namely, Dishub as a regulator in charge of making policies or rules related to sea transportation, Dishub as a facilitator, namely as an institution that provides facilities and infrastructure related to sea transportation and Dishub as an evaluator who oversees every policy and infrastructure provided.
