Abstract
In the digitalization era 4.0, the use of technology-based infrastructure needs to be implemented so that the recording, counting, weighing and measurement processes carried out are more recorded and real-time. As a loading and unloading company, PT. Pelabuhan Indonesia III (Persero) has infrastructure that has not been utilized properly. The operating pattern used is still not integrated with the utilization of the existing infrastructure at Jamrud Terminal. Operational costs that have not been controlled and cannot be used as a reference for the loading and unloading process every month. In addition, with the onset of the COVID-19 pandemic that had an impact on Jamrud Terminal, PT. Pelabuhan Indonesia III (Persero) must minimize interactions that occur at the port. The purpose of this paper is to find out the steps of PT. Pelabuhan Indonesia III (Persero) which seeks to utilize the technology-based infrastructure used at Jamrud Terminal and facilitate the operation of the loading and unloading process using Dispatchers. The data collection method used in this paper is a qualitative method with some data taken from observations, interviews, and document studies. With this new operation, the Dispatcher is able to provide accurate loading and unloading data in real time using several infrastructure functions at Jamrud Terminal, and is able to emphasize the operational costs incurred by PT. Pelabuhan Indonesia III (Persero). In its implementation, it still has a major obstacle, namely the Minister of Transportation Regulation No. KM 15 of 2007 concerning the Implementation and Management of Tallys at Ports, which states that Dispatchers are still unable to completely replace tallyman at the wharf. In the future PT. Pelabuhan Indonesia III (Persero) continues to evaluate and develop new loading and unloading operation patterns and offer the use of this Dispatcher to the loading and unloading companies, goods owners and EMKL in the loading and unloading process at Jamrud Terminal.
