Abstract
Discussing abaut territorial waters of a country's jurisdiction, it will relate to the sovereign rights and the sovereignty of that country. This is manifested in the form of obligations and responsibilities of a country to create integrated marine safety and security. The Issuance of Port Clearance is a supervisory process carried out by the port authority both for ships that will leaving the port and will enter the port to ensure that the vessel, crews, and cargo are technically and administratively fulfill the shipping safety and security requirements and maritime environmental protection. Kantor Kesyahbandaran Utama Tanjung Priok Jakarta is a government official appointed by the Minister of Relation and has the highest authority to carry out and supervise compliance with statutory regulations to ensure the safety and security of shipping at the port. The purpose of this study is to find out that the Service System Of The Ship Clearance Issuance At The Kantor Kesyahbandaran Utama Tanjug Priok Jakarta. Data collection methods that used were Observation Method, Question Method, Interview Method, Documentation Method. The result of this study that The Service System Of The Ship Clearance Issuance At The Kantor Kesyahbandaran Utama Tanjung Priok Jakarta has been implemented in accordance to the procedures that have been determined by the government of Indonesia as effectively and efficiently as posible.
