Abstract
Syahbandar is a government official at the port who is appointed by the Minister and has the highest authority to carry out and supervise compliance with the provisions of legislation to ensure shipping safety and security. Syahbandar has a major role in the state's obligations as a coastal sovereign country, including among other things the enforcement of administrative, civil and criminal maritime law. Safety and security are the main requirements in designing for crossing modes of transportation. Thus, ferry transport operators can do their best in decision making. In accordance with the awareness of the importance of human factors and the need to improve ship operational management in preventing ship accidents, cargo / goods and property and preventing pollution of the marine environment, IMO issued regulations on ship safety management & protection of the marine environment known as International regulations Safety Management (ISM Code). In addition, the regulations governing shipping safety and security are the ISPS Code. The purpose of this paper is to find out the role of the Syahbandar in overseeing Maritime Safety and Sailing with the Sailing Approval Letter for Class II Port Authority and Harbormaster Office, the method used in this paper is to use field research methods with results including checking technical conditions ship nautical (ship's physical requirements) and ship administration inspection includes completeness of ship documents (ship's document) and the interview method, namely by interviewing office employees. The result of this paper is to improve security and safety supervision of matters relating to shipping, so that cases of shipping accidents and acts of irregularity in the maritime environment can be reduced or can be overcome.
