Abstract
The number of cases of ship accidents is an indication of the need to improve the marine transportation system. based on the report on the results of the investigation by the National Transportation Safety Committee (NTSC), conclusions were drawn regarding the causal and contributing factors, including human error (Human Error), technicality, and weather. Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 110 of 2016 No 1396 concerning Ship Safety Inspectors, states that in an effort to improve supervision and law enforcement during the implementation of the audit Marine Inspector plays an important role as a government agency in the territory of the Republic of Indonesia Water Law that carries out supervisory duties. , inspections, to testers for supporting equipment for ship safety. In carrying out these roles and procedures, of course the Marine Inspector also experiences obstacles that make his work operations less optimal. This is a homework to find an effort to make the duties and functions of the Marine Inspector run well and smoothly. This observation aims to find out how the audit is carried out, what cases of violations have occurred and constraints regarding the human resources of the Marine Inspector itself. Sources of data in this observation use secondary data as the main data. Methods of data collection by means of observation, interviews, documents and literature or literature. The method used in analyzing and processing data is qualitative analysis. Based on observations, the Marine Inspector at KSOP Class I Panjang Bandar Lampung has carried out its role properly in accordance with applicable laws and regulations, namely carrying out ship supervision, conducting ship inspections, conducting ship accident checks, testing ship safety supporting equipment, carrying out collection Information on ship sample data and reporting on ship test results, checking crew certificates, checking and recommending letters, documents and vessel reports that have succeeded in reducing the number of ship accidents and reducing significant losses as a result of accidents caused by natural factors to human error. Error. The obstacles faced by Marine Inspector include limited supporting infrastructure in the field, lack of human resources who have functional technical certificates, and lack of legal awareness.
