Abstract
Sea and Coast Guard Unit (KPLP) is a law enforcement agency under the Directorate General of Sea Transportation. Meanwhile, the Marine and Coast Guard Base (PLP) is a Technical Implementation Unit within the Directorate General of Sea Transportation. KN Alugara P 114 is one of the ships used to carry out patrol activities and this ship included the first classes in Indonesian Sea and Coast Guard patrol boats. KN Alugara P 114 is often faced with various threats and problems. One of them is get in of foreign ships into Indonesian territorial waters without complete documents. The function of the Tanjung Priok Sea and Coast Guard Base (PLP) Jakarta is to guard and enforce laws and regulations on the sea and coast, coordinating for; formulating and stipulating general policies for law enforcement at sea, formulating policies and standard operating procedures for law enforcement at sea in an integrated manner, carrying out guarding, monitoring, preventing and prosecuting law violations as well as securing shipping and securing community and government activities in Indonesian territorial waters, and provide administrative technical support in the field of law enforcement at sea in an integrated manner. The activities carried out by the Tanjung Priok Sea and Coast Guard (PLP) Jakarta include guarding, carrying out law enforcement actions at sea / patrol activities, checking the completeness of documents of large ships or foreign ships entering Indonesian waters, especially in the area where the KN Alugara patrols P 114. The purpose of this study is to determine the planning and prevention procedures for shipping crimes, the functions of the Tanjung Priok Sea and Coast Guard (PLP) Jakarta and the activities carried out at the Tanjung Priok Marine and Coast Guard Base (PLP), Jakarta. The research method used by the author is the method of observation with a qualitative approach. The data collection techniques used were observation, interviews, documentation, and literature. The results of these observations include procedures, functions, and activities carried out by the Marine and Coastal Guard. There are two procedures, namely planning procedures that emphasize readiness before carrying out patrol activities in Indonesian territorial waters and preventive procedures that emphasize efforts to minimize violations at sea.
