Abstract

Law Regulation Number 17 of 2008, Article 209 concerning Shipping, states that in an effort to improve supervision and law enforcement in the field of shipping safety and security, the harbormaster plays an important role as the highest head of government at the port or the coordinator of all activities at the port. In carrying out these procedures and roles, of course the harbormaster has obstacles that make him seek efforts to make his duties and functions run smoothly. This observation aims to find out how the procedures, roles and obstacles faced by the harbormaster in improving supervision and law enforcement in the field of shipping safety and security in the work area of the KSOP Class I Panjang office. Sources of data in this observation use secondary data as the main data. Methods of data collection by means of observation, interviews, documents and literature or literature. The method used in analyzing and processing data is qualitative analysis. Based on the results of the research, the harbormaster at KSOP Class I Panjang has carried out his role optimally in accordance with existing laws and regulations, namely coordinating all activities at the port, conducting ship inspections, conducting ship accident checks, issuing ship activity approvals at ports, issuing sailing approval letters , detain the ship by court order, carry out the crew license, examine and keep ship's documents, documents and reports. The obstacles faced by the harbormaster are the limited supporting infrastructure in the field, the lack of human resources who have technical functional certificates, and the lack of legal awareness.
