Abstract
This research was conducted to answer the problems, namely how, what factors and what problems occurred when planning the Safe School Route in Kanigoro District, the Capital City of Blitar Regency. The purpose of this study was to determine the planning process carried out by the Transportation Office of Blitar Regency. This type of research is a qualitative research which aims to describe the concept of planning a program where the program is a type of regional development planning that is public service, with the aim of providing a sense of security, comfort and safety when students go to school. The results showed that the implementation of the Safe Routes Schools Safe Route planning program was not implemented properly. However, there are obstacles faced, for example the lack of integration between public service units and the budget. So that it creates an inability to implement the Safe Routes for Schools program.
