Abstract
Syahbandar is a government official at the port appointed by the Minister and has the highest authority to carry out and supervise the fulfillment of statutory provisions to guarantee the safety and security of shipping. The seahbandar has a major role in the obligations of the State as a sovereign state of the coast, including law enforcement maritime administrative, civil and criminal territories. Safety and security are the main requirements in the design of crossing modes of transportation. Thus, the ferry operator can do their best in making decisions. The purpose of this paper is to determine the duty of the shahbandar in terms of supervision of the International Safety Management (ISM Code) and the International Ship and Port Facility Security Code (ISPS Code) for Lake River and Crossing Transport (ASDP) ships that must be carried out for the multi-stakeholder shipping industry . The method used in this paper is to use field research, literature studies, observations, and interviews. The results obtained from this Paper indicate that the safety and security of shipping, especially in the area of River Lake and Crossing Transportation (ASDP) Ketapang-Gilimanuk have largely met the provisions of the ISM Code and ISPS Code.
