Abstract
Benoa Harbor is a form of sea transportation service that is very meaningful for the development and improvement of natural resources and living standards for the people of Bali. Over the past 10 years many cruise ship visits from various foreign countries have come and anchored at the Benoa Harbor. In its design, Benoa Cruise Terminal was developed into a brand of the Benoa Port area itself. In collecting data the author uses descriptive research. Descriptive research is research that is intended to gather information about the status of an existing symptom, namely the state of the symptom according to what it was at the time the study was conducted. In practice, the writer uses four question methods, observation method, interview method, library method, and documentation method. From the observations the authors conclude that the Benoa Cruise Terminal as an international port has carried out all its activities according to its governance but still shows a gap between the actual needs and the real conditions such as the availability of facilities that are not yet available.
