Abstract

THE ROLE OF HARBOUR MASTER’S AND PORT AUTHORITY CLASS III SUNGAI PAKNING TO OPTIMALIZED THE PROCEDURE MECHANISM OF SHIP’S ARRIVAL AND DEPARTURE Harbour Master’s And Port Authority has a major role in the Country obligations as a coastal sovereign country, including issued a Sailing Port clearence in order to sail or bert. Harbour Master’s And Port Authority requires data obtained from State-Owned Enterprises (SOES), namely the Indonesian Classification Bureau (BKI) which is a special to supervise sea transportation (ships) in construction and ship building so that the Harbour Master’s And Port Authority can issued documents for shipping. The purpose of this study is to find out the service procedures for the arrival and departure of ships, to know the mechanism and to maximize the system and procedures at the Harbour Master’s And Port Authority class III Sungai Pakning. The method used in this study is to use library studies, observation and interviews. The results from this study are that Harbour Master’s And Port Authority has the highest authority to carry out and supervise sea transportation in Indonesia in order to run smoothly and effectively. The current system is good, this application, especially the clearance in and clearance out services. Keywords:clearance in, clearance out for a ship
