Abstract
It is necessary to implement the government rules and regulations of the Convention on Prevention of Marine Pollution by dumping waste and other materials to control all sources of marine pollution and prevent marine pollution through the regulation of dumping into the ocean by waste. So the author hopes after reading this paper can add insight into the readers about the implementation of Marpol 73/78 in the dumping activities carried out by WM Makassar. Can know the procedures and requirements that must be carried out and fulfilled to be able to dump drilling waste (WBM). With the method of data collection both observation, interview, and library research that the author collected. The implementation of Marpol on WBM dumping in WM Makassar such as: In accordance with the objects or targets of Marpol 73/78 namely avoiding pollution and maintaining the human environment in general and also protecting the marine environment in particular. This is evidenced by having passed the first test test for WBM drilling mud conducted by PT. Pertamina Hulu Mahakam and PT. PLKK. The tests included TCLP and LC50 tests to measure toxic and PH levels contained in the WBM drill mud according to ESDM Regulation No. 45 of 2006 concerning Management of Drilling Sludge in Oil and Gas Drilling which requires environmental friendly drilling mud; In accordance with the second Goals (goals) of Marpol 73/78 namely to reduce or reduce the number of pollution incidents at sea. The WBM drill mud has been tested and meets environmental quality standards, where the quality standards for seawater and waste are appropriate. Disposal is carried out systematically at each dumping point alternately in a special area not fixed at one point so that there is no accumulation of mud on the seabed. The seabed conditions at the dumping location must be muddy and far from coral reefs, with a minimum depth of 50 meters; Marpol Tools (equipment) in this case the Minister as the Flag State Control of the Indonesian state has given a special permit for this dumping activity. PT. Pertamina Hulu Mahakam as one of the BUMNs in Indonesia must protect the ecosystem in the territorial waters of Indonesia as a source of energy production for the world. The local government as Port State Control also always oversees offshore drilling activities by conducting routine patrols so that no pollution arises from these activities.
